Are there any video cards for the PC that can match up or even beat the PS3 and XBOX 360 in terms of performance? What PC specs (including the processor, RAM, motherboard, video card) could beat or match up with the computer consoles?

Check the Nvidia webstie. Anything that is capable of dx 10 will beat the xbox 360. To get the power including CPU, GPU (which for the ps3 is an Nvidia RSX) and motherboard to beat the PS3 you'd have to get an Cell broad band processor etc... Which right now to build a PC capable of beating the PS3 power would cost roughly over $2500 to $4000. The graphics card alone would be almost $1000+.
